The Courtney Birch Story

“On May 3, 1988, my son Courtney was playing with his two older cousins at his Grandmother’s house. Hearing the luring music of an ice cream truck, Courtney followed his cousins outside. Suddenly, a car came barreling down the street, hitting Courtney at 70-miles per hour. The car dragged his 21-one month-old body over 150 feet before it stopped. Courtney was killed instantly. The driver had a blood alcohol level of .26 at the time of the crash and was driving with a revoked license and three prior DUI convictions. When you lose a loved one to a tragedy like drunk driving, you immediately start contemplating the “what ifs.” Eighteen years later, I still think about the “what ifs.”

What if that man never got behind the wheel of a car because he feared getting caught by law enforcement? What if the justice system forced him to place an ignition interlock on his car after he received his first DUI conviction? What if some other technology existed that ensured that no driver ever got behind the wheel of a car drunk?

These are the types of “what ifs” that the Campaign to Eliminate Drunk Driving seeks to answer.

“By intensifying efforts to mobilize our network of impassioned affiliates, volunteers and like-minded organizations, we plan to take the fight against drunk driving to a new and unprecedented level.

Although alcohol-related fatalities have declined by more than 40 percent since MADD was founded in 1980, progress has stalled in recent years, and more of the same won’t work. Every year, nearly 13,000 people are killed by drunk drivers with an illegal alcohol level of .08 BAC or above. This represents more than 1,000 families every month that must live with the tragic consequences of drunk driving.

This Campaign goes beyond slogans and taglines. It is precisely what it says it is. We want to completely eliminate drunk driving. With your help, we plan on making drunk driving the public health equivalent of polio.”

Help Police Stop Drunken Drivers

You can help police catch drunken drivers and make the roads safer for everyone. Law enforcement officers can’t be everywhere at once but the cooperation of observant and concerned drivers can help them

Call 911 on your cell phone if you observe a driver who appears to be driving while intoxicated. Signs of possible impairment include any of these:

Turning with a wide radius
Straddling center of lane marker
Appearing to be drunk (based on posture, gestures, etc.)
Almost striking an object or vehicle
Weaving
Driving on other than designated highway
Swerving
Speed more than 10 mph below limit
Stopping without cause in traffic lane
Following too closely
Drifting
Driving with tires on center or lane marker
Braking erratically
Driving into opposing or crossing traffic
Signaling inconsistent with driving actions
Slow response to traffic signals
Stopping inappropriately (other than in lane)
Turning abruptly or illegally
Accelerating or decelerating rapidly
Driving with Headlights off at night

Be prepared to tell the dispatcher your location, direction of travel, description of the vehicle in question, and license plate number if possible. Under no circumstances should you attempt to stop or otherwise interfere with the driver.

Your action could save a life.

Another Good Reason Not to Drive While Intoxicated by Alcohol

In 43 states, intoxicated drivers who have a traffic crash may find that their insurance policies don’t cover any of the often very high expenses associated with their accidents.

Almost 60 years ago the National Association of Insurance Commissioners drafted a model law that was designed to discourage drunken driving….a highly laudable goal. However, after observing the consequences of the resulting legislation, the association voted in 2001 to recommend repealing the “alcohol exclusion” laws. Since that time, seven states have repealed or amended their alcohol exclusion laws. Five states are currently considering such action.

Many physicians don’t test injured patients for alcohol because of fear that the insurance company will refuse to pay the medical bills. As a result, many patients fail to receive hospital alcohol intervention. Even brief intervention by physicians has proven effective in reducing alcohol abuse and subsequent injuries.
